Are the system boundaries for your project clearly defined?
Yes “That’s GREAT” by having your System Boundaries clearly defined: You have identified “EXACTLY” which equipment will be handed over with each system. You have defined the isolation points between “LIVE” and Non-Energized” equipment. You are now able to develop a Start-up Sequence. You defined the Mechanical, Electrical and Instrumentation interface points for each system. The Systems will become the bases of equipment Hand-over. System boundaries will drive the System Hand-overs. System boundaries will drive the commissioning and start-up plan against the Project Milestones. System Boundary ensure the Safety of the workers by segregating "LIVE" equipment. System Boundaries are required to define the System Hand-over Sequence. System Boundaries are required to develop the Start-up plan. System Boundries will be the bases of tracking all redline drawings, queries, punches and reporting against the schedule. Do you have a Commissioning and Start-Up Plan developed?
Yes "Excellent" with a well established Commissioning and Start-up Plan you have thought through the work scope from Fabrication Phase to the Operation Phase: You have prioritized work scope to reduce the cost and maximize manpower usage. You are able to level manpower requirements avoiding the high peak periods. You have assigned manpower estimates to the pre-commissioning activities. You have developed a manpower estimate for the static checks. You have developed the requirements for dynamic commissioning. You have populated the Start-up Plan with the manpower requirements. You will be able to identify slippage in the schedule. The Start-up Plan will communicate to the entire project the Key System Hand-overs. Without a plan it is impossible to develop and accurate manpower requirement. You will be unable to substantiate your progress against the Project Milestones. Work scope responsibilities will not be clear between the Fabricator and Commissioning. Cost overruns, along with work scope being completely omitted will occur. Do you have a Completions System to track the Commissioning scope for the Project?
Yes "Terrific" with your Completions System populated: You have established a Quality Assurance standard for the entire project. You have a well defined work scope, outlining all your pre-commissioning and static check scope. Your cost will be reduced because your manpower requirements are defined. You can develop a detailed staffing plan against the know manpower ramp up. You will track the daily progress against the plan. You will identify schedule slippage early and correct the delay. The Completion System will identify and manage all Quality Assurance documents. Transition from Fabrication to Start-up will be reduced by having the QA documents controlled. Are your Static Check Records defined and assigned to each piece of equipment?
Yes "Superb" With your Static Check Records assigned: The manpower required to complete the Static Check Records are defined. You have ensured a Quality Assurance standard will be consistent throughout the project. You will be able to estimate manpower and durations for each system. You will be able to populate the Commissioning and Start-up Plan. You will be able to track your progress daily against the plan You will identify any slippage against the schedule. You will be able to implement a recovery plan, if required. You have defined the major manpower scope for the commissioning phase. Your static records will identify specialty tools, consumables and spares. Your static records will identify which Vendors are required for support. You will have costly delays, due to inconsistent pre-testing methods and lack of means of direction. You will not be able to develop a detailed plan. You will not be able to progress your plan daily. You will not be able to measure acheivments against the overall milestones. You will not identify, upfront, specialty tools, consumable, spares and vendor support that is required. The project will be delayed waiting on one vendor, spares or a specialty tool, that should have been identified months in advance. You will be unable to define the manpower requirements for each discipline to complete the static checks. Do you have all your Management of Change Field Processes established?
Yes “That’s good” by having your Mamagement of Change Field Processes in place: You have defined a request for information (RFI) and technical query (TQ) Process. Your process will outline response time. You have a method to expedite a technical query from the field. The procedure identifies which roles must respond, implement changes and sign off. You will not risk the inadvertent change to software without it being approved and documented. You will not risk construction delays or rework due to inaccurate documentation. Control of Work Authorities will have the most current documentation to implement electrical and mechanical isolations. You are lacking a defined turnaround time frame from question to engineer and solution to field. Your have not identified key personnel responsible for addressing the query process. You will be without a software change notification process to manage all changes to the Software. Your document control process will be adhoc without a formal method to communicate updates to those that require them. Incorrect field drawing will result in significant re-work or delays. Control of Work Authorities rely on accurate documentation, for Mechanical and Electrical isolations to ensure the Safety of the workers. Inaccurate documentation can place workers at risk. Is your Project Hand-Over Procedure clearly defined?

You clearly identified the QA documentation that will be provided by the Construction Group. You have clearly defined the punched-out process and responsibilities. You have clearly identified the work scope responsibilities removing ambiguity between Construction Team and Commissioning/Operations. Do you have a Vendor Coordination Procedure?

Your Vendor Procedure will: Ensure a detail review of your Commissioning scope so required vendors are identified. Clearly define the callout procedure to the vendor reducing vendor delays and misunderstandings. Ensure there is an approved Purchase Order in place prior to the vendor call out. Establish a single point of contact, Vendor Coordinator, to ensure site communication and efficiency. Provide a defined Vendor work scope to ensure the Vendor is prepared for their visit. Identified requirements for training, PPE, tools, trade services & travel arrangements. Outline to the vendor expected reports and documentation deliverables prior to mobilization. Formalize a method to handle warranty work and claims. Have you conducted a Discipline Specific Specification Clarification Review?

Is there a Preservation Procedure in Place and is it being adhered to?
Yes “Splendid” by having a Preservation Procedure in place your project has potentially saved millions in repairs and loss production: You included a Receiving Protocol for when equipment arrives on site. Your procedure ensures that all equipment is inspected and stored according to the vendor. Your procedure ensures that the correct materials are used to preserve the equipment post installation. Your procedure outlines the frequency that the equipment is inspected. Your procedure identifies the documentation required and how it is tracked and filed. Your procedure provides opportunity to perform periodic audits. Your procedure ensures the equipment is ready for operation not causing delay.
